Who was Ninomiya Sontoku?
Ninomiya Sontoku was an economist, agricultural policy expert, and thinker in the late Edo period.
Known as "Ninomiya Kinjiro" in his childhood, he grew up in a difficult environment, but is known for his diligence and passion for learning. His image of him reading a book while carrying firewood is famously depicted in many elementary school playgrounds. Sontoku became a powerful landowner in his village at the age of 24. His diligence and economic talent were recognized by the samurai class of the Odawara domain, and at the age of 25 , he became the tutor for the children of the chief retainer. He revitalized approximately 600 villages and instructed the rural revitalization policy "Hotoku Shiho." His practical approach and economic talent earned him the trust beyond his status, even being entrusted with revitalizing the domain despite being a farmer.

In Sontoku's philosophy, the laws of nature exist independently of human will or intervention. Under the Tendou, all living things and things are treated equally, with no distinction between good and evil. For example, both grains and weeds grow equally blessed by heaven.
However, Sontoku did not simply advocate following nature. He pointed out that "leaving nature to its own devices will result in a wasteland." In other words, he was saying that if humans were to leave nature to its own devices without intervention, it could lead to undesirable consequences for human society.

What is "humanitarian"?

It is a philosophy established by humans for humans. It includes social order, morality, law, and all human activities. Sontoku emphasized the importance of humanity and argued that humanity must intervene in human society.
Regarding the practice of humanity, Sontoku states:
"By establishing government, teaching, criminal law, and etiquette, and by being noisy and caring, humanity can finally be established."
Meaning: To establish humanity, it is necessary to establish politics, education, laws, etiquette, etc., and to take good care of society.

Harmony between "the Way of Heaven" and "the Way of Man"

Sontoku conveyed the importance of understanding both the way of heaven and the way of humanity and harmonizing them.
He gives the example of a waterwheel, The waterwheel half follows the flow of water (the way of heaven) and half goes against the flow of water (the way of humanity). This explains that while humans understand the laws of nature, sometimes they need to act against nature.
Sontoku's ideas of the Way of Heaven and the Way of Man also influenced agriculture and regional development. For example, when cultivating land, he would first thoroughly understand the natural conditions of the land (the Way of Heaven), and then use human wisdom and technology (the Way of Man) to select the optimal method.
He gives the villagers specific advice:
"There's a river nearby, so it's easy to bring water to the rice fields."
"If an earthquake occurs there, a tsunami will come, so it's no good."
"The land faces south and gets lots of sun, so the crops grow well."
From Ancient Times To Now FRMA, which is centered around "connecting ancient wisdom to the present," is also a great learning experience.
I believe that Ninomiya Sontoku's concepts of Tendou and Jindou are still useful today. His philosophy of understanding the laws of nature while striving for the development of human society is also the philosophy of FRMA.
I think it can also be seen as "wisdom for overcoming environmental problems and disasters." The approach of tackling disaster prevention and mitigation by making full use of human wisdom and technology while recognizing the power of nature seems to be something that cannot be achieved without the harmony between the ways of heaven and humanity.
